RULES AND POLICIES FOR TESTIMONY AT OPEN SESSIONS OF PUBLIC MEETINGS
PERMITTED BY ORDINANCE AT OPEN SESSIONS OF THE FOLLOWING MEETINGS:
· All County Board of Commissioners’ Meetings, regular and special
· All County Board Committee Meetings, regular and special
· All Forest Preserve Board of Commissioners’ Meetings, regular and special
· All Forest Preserve Board Committee Meetings, regular and special
Deadline: Authorization as a public speaker shall only be granted to those individuals who have submitted in writing the required information to the Secretary to the Board NO LATER THAN 24 hours in advance of the meeting.
Online registration allowed: For convenience, an online form will be provided by the Secretary to the Board on their website, www.cookcountyil.gov/secretary This form must be returned to firstname.lastname@example.org, no later than 24 hours before a meeting.
In-Person registration: In-person registration requires the same information be provided. In-person registration is available up to 24 hours before a meeting at the Cook County Building, 118 North Clark Street, Room 567, Chicago, Illinois.
No telephone registration: Only WRITTEN registrations filed by the deadline will be recognized.
Required Information: The following is the information which must be filed by each public speaker for each meeting which the speaker wishes to address.
· Organization (if any)
· Meeting date and time
· Meeting Body (County Board, Forest Preserve Board, Committees)
· Subject matter, indicated by agenda item number: By ordinance, testimony MUST be germane to a specific item(s) on the meeting agenda; agendas will be available online and in print form at the office.
Optional Information: The following is additional information which may be filed by each public speaker, which would allow us to contact the speaker regarding their request form.
· Phone number
· E-mail address
Speakers must follow these rules:
Time limit: Three (3) minutes. Speakers will be reminded when there is one (1) minute remaining, then (30) seconds remaining, then when time has expired. Failure to adhere to the time requirements may result in expulsion from the meeting and/or disqualify the person from providing future testimony.
Remarks limited to agenda item(s) only: By ordinance, testimony MUST be germane to a specific item(s) on the meeting agenda. Failure to speak to an item that is germane to the meeting may result in expulsion from the meeting and/or disqualify the person from providing future testimony.
No inappropriate content allowed: Speakers may not use vulgar, abusive or otherwise inappropriate language when addressing the Board. Failure to act appropriately may result in expulsion from the meeting and/or disqualify the person from providing future testimony.
