Your Committee, concurring in said requests, recommends that the County Comptroller and County Treasurer be, and upon the adoption of this report, are authorized and directed to issue checks in the amounts recommended to the claimants.

287167	THE EMPLOYEES' INJURY COMPENSATION COMMITTEE, submitting invoice totaling $531,298.50, for payment of medical bills for Workers' Compensation cases incurred by employees injured on duty. Individual checks will be issued by the Comptroller in accordance with the attached report prepared by the Department of Risk Management, Workers' Compensation Unit. This request covers bills received and processed from May 16 through June 5, 2007.

Your Committee has considered the following item and upon adoption of this report, the recommendation is as follows:

286862	COMCAST CABLE COMMUNICATIONS, INC. (PROPOSED FRANCHISE RENEWAL AGREEMENT). Transmitting a Communication, dated May 11, 2007 from Mark Kilgallon, Chief Administrative Officer, Bureau of Administration: On behalf of the County Cable Negotiation Team, approval is requested for the franchise renewal agreement with Comcast Cable Communications, Inc. to provide cable television services for Unincorporated Cook County. Lengthy negotiations secured the following significant terms: Term: Five (5) years, with two successive two- year renewal options. Comcast has agreed to a minimum three-year term if pending legislation eliminates local franchising but does not pre-empt existing franchises. Revenues: 5% of Comcast Cable’s gross revenues, the statutory maximum approximately $1,000,000. County Channel: Comcast will provide the County with access to a cable channel upon the County’s request. Service will be available to all areas of the County within 18 to 24 months. Capital Grant: Comcast will provide the County with a capital grant to assist in funding the equipment necessary to establish the County channel. This grant will be funded through a Public, Educational and Governmental (P.E.G.) Capital Fee of $0.35 per month per subscriber for the first twelve months of the franchise agreement. In addition to the above, the County has negotiated improved reporting and auditing provisions of gross revenues and the strengthening of the County’s remedies in the event of defaults. * Referred to the Committee on Finance on 5/15/07.
