FRANCHISE RENEWAL AGREEMENT).
Transmitting a Communication, dated May 11, 2007 from Mark Kilgallon,
Chief Administrative Officer, Bureau of Administration: On behalf of the County
Cable Negotiation Team, approval is requested for the franchise renewal
agreement with Comcast Cable Communications, Inc. to provide cable television
services for Unincorporated Cook County. Lengthy negotiations secured the following significant
terms: Term: Five (5) years, with two successive two-
year renewal options. Comcast
has agreed to a minimum three-year term if pending legislation eliminates
local franchising but does not pre-empt existing franchises. Revenues: 5% of Comcast Cable’s gross revenues, the statutory
maximum approximately $1,000,000. County Channel: Comcast
will provide the County with access to a cable channel upon the County’s
request. Service
will be available to all areas of the County within 18 to 24 months. Capital Grant: Comcast will provide
the County with a capital grant to assist in funding the equipment necessary
to establish the County channel. This grant
will be funded through a Public, Educational and
Governmental (P.E.G.) Capital Fee of $0.35 per month per subscriber for the
first twelve months of the franchise agreement. In addition to the above, the County has negotiated improved reporting and auditing provisions of gross revenues and the strengthening of the County’s remedies in the event of defaults. * Referred to the Committee on
