authorization for the Purchasing Agent to enter into a contract with ACS
GOVERNMENT RECORDS MANAGEMENT, Dallas, Texas, for enhancements to the
Recorder of Deeds indexing module of the 20/20 Perfect Vision System and two
(2) years of maintenance and technical support for the Assessor’s Scanning
and Document Imaging System. These
enhancements will give the Recorder of Deeds the ability to capture the
additional data from the IL PTAX-203 Transfer Declaration Form. This
data is currently being captured by the Assessor’s Office and is needed to
support the Illinois Department of Revenue’s Sales Ration Study and the
Assessor’s Office Assessment Cycle.
The enhancements to the Recorder’s 20/20 System will eliminate the
duplicative data entry efforts being made by the Recorder of Deeds and the
Assessor’s Office, and give the Recorder of Deeds the ability to capture all
of the data needed by the agencies. Reason: ACS Government Records Management (ACS) is
the original vendor for the Recorder of Deeds 20/20 Perfect Vision System and
the Assessor’s Scanning and Document Imaging System. The Recorder of Deeds and the Assessor’s Office
Imaging Systems contain ACS proprietary software or software customized
exclusively by ACS to meet business needs.
To have another vendor undertake these enhancements and have them
enter our environments to learn our systems and business processes would be
very costly and timely. ACS fully
understands the Recorder of Deeds and Assessor’s Office Imaging Systems and
the related business functions that will be implemented, making this the best
way to achieve our goals in a cost efficient manner. Estimated

by Deborah Sims, County Commissioner. PROPOSED RESOLUTION ACCURATE POSITION TITLES AND SALARY GRADES REPORT WHEREAS, Cook County government
is in a challenging budget year and is working on passing a balanced fiscal
year 2008 budget by finding an appropriate balance between cutting expenses
and generating additional revenues; and WHEREAS, Cook County government
is making concentrated efforts to cut expenses by streamlining operations
through the elimination of duplicity in various government departments
through consolidation, increasing revenue collection efforts and improving
efficiencies; and WHEREAS, it is nearly impossible
for the Board of Commissioners to make thoughtful decisions as to whether
various positions are necessary to the operation and core missions of County
departments, when many budget titles and salary grades contained in the
County budget do not accurately describe the work being performed by people
in those budgeted positions; and WHEREAS, arbitrarily cutting
positions is neither conducive to providing core services for which this
government is responsible and upon which our citizens rely, nor to
streamlining operations to run effectively and efficiently; and WHEREAS, there is a long history
of not updating position titles in the County budget as those positions and
the duties of people in those budgeted positions have evolved over the years;
and WHEREAS, it is the desire of this
Honorable Body to receive the most accurate information available to make the
necessary changes and decisions to ensure this government will be financially
viable and responsible to the taxpayers it represents and efficiently provide
the services for which it is mandated; and WHEREAS, having the necessary
information to make informed decisions on where to make cuts if necessary, is
essential to running an effective organization. NOW,
THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby
request that the Bureau of Human Resources provide the County Board, no later

Chapter 18 Courts, Article II, Section 18-40 of the Cook County Code is
hereby enacted as follows: Sec. 18-40. Children’s Advocacy Center Fee. Beginning on January 1, 2008, the
Clerk of the Circuit Court of Cook County shall collect a mandatory fee of
$30.00 to be assessed as provided in this section. Assessments shall be collected by the Clerk
of the Circuit Court and must be deposited into an account specifically for
the operation and administration of Children’s Advocacy Centers within Cook
County. The
fee is to be paid as follows: 1) The fee shall be paid by the defendant in criminal cases on a judgment of guilty or a grant of supervision under Section 5-9-1 of the Unified Code of Corrections (730 ILCS 5) for a felony; for a Class A, Class B, or Class C misdemeanor; for a petty offense; and for a business offense.
This Ordinance shall not supersede
any other Ordinance enacted by the Cook County Board of Commissioners, which
establishes and sets fees to be charged for other services not previously
listed and provided by the Cook County Circuit Court Clerk. BE IT FURTHER ORDAINED, by the Cook County Board of Commissioners, that Chapter

pursuant to the Cable and Video Customer Protection Law (220 ILCS 5/70-501)
authorizing a unit of government to enforce all of the customer service and
privacy protection standards of the statute; and WHEREAS, the County desires to
enforce the customer service protection standards with respect to complaints
received from residents as provided by the Cable and Video Customer
Protection Law. NOW,
THEREFORE, BE IT ORDAINED, by the Cook County Board of Commissioners that Chapter
78 Telecommunications, Section 78-51 of the Cook County Code is hereby
enacted as follows: Sec.
78-51. Cable and Video Customer
Protection Law. (a) Adoption.
The regulations of the Cable and Video Customer Protection Law (220 ILCS
5/70-501) are hereby adopted by reference and made applicable to the cable or
video providers offering services within unincorporated Cook County. (b) Amendments. Any amendment to the Cable
and Video Customer Protection Law that becomes effective after the effective
date of this section shall be incorporated into this section by reference and
shall be applicable to cable or video providers offering services within
unincorporated Cook County. However, any amendment that makes its provisions
optional for adoption by any unit of local government shall not be
incorporated into this section by reference without formal action by the Cook
County Board of Commissioners. (c) Enforcement. The County does hereby
declare its intent to enforce all of the customer service and privacy
protection standards of the Cable and Video Protection Law with respect to
complaints received from residents within unincorporated Cook County. d) Penalties. The County, pursuant to 220
ILCS 5/70-501(r)(1), does hereby provide for a schedule of penalties for any
material breach of the Cable and Video Protection Law by cable or video
providers in addition to the penalties provided in the law. The monetary
penalties shall apply on a competitively neutral basis and shall not exceed
$750.00 for each day of the material breach, and shall not exceed $25,000.00
for each occurrence of a material breach per customer. (1)
Material breach means any substantial failure of a cable
or video provider to comply with service quality and other standards
specified in any provision of the law. (2)
The County shall give the cable or video provider written
notice of any alleged material breaches of the law and allow such provider at
least 30 days from the receipt of the notice to remedy the specified material
breach. (3)
A material breach, for the purposes of assessing
penalties, shall be deemed to occur for each day that a material breach has
not been remedied by the cable or video service provider after the notice in
subsection (2). (e) Customer Credits.
The County hereby adopts the schedule of customer credits for violations.
Those credits shall be as provided for in the provisions of 220 ILCS
5/70-501(s) and applied on the statement issued to the customer for the next
billing cycle following the violation or following the discovery of the
violation. The cable or video provider is responsible for providing the
credits and the customer is under no obligation to request the credit. (f) Severability. If any provision of this
section, or the application of any provision of this section, is held
unconstitutional or otherwise invalid, such occurrence shall not affect other
provisions of this section, or their application, that can be given effect
without the unconstitutional or invalid provision or its application. Each
unconstitutional or invalid provision, or application of such provision, is
severable, unless otherwise provided by this section. (g) Effective Date. This section shall be effective on
January 1, 2008. * Referred

78 Telecommunications, Section 78-52 of the Cook County Code is hereby
