Ladies and Gentlemen:

 

        Your Committee on Information Technology and Automation of the Board of Commissioners of Cook County met pursuant to notice on Tuesday, February 20, 2007 at the hour of 12:00 P.M. in the Board Room, Room 569, County Building, 118 North Clark Street, Chicago, Illinois.

 

        Your Committee has considered the following item and, upon adoption of this report, the recommendations are as follows:

CLERK OF THE CIRCUIT COURT, Dorothy Brown, transmitting a Communication:

 

requesting authorization for the Purchasing Agent to enter into a contract with MAXIMUS, INC., North Canton, Ohio, for maintenance of software and technical support for the integrated case management system.

 

Reason:   Maximus, Inc. is the sole proprietary vendor for this software and technical support.

 

Estimated Fiscal Impact:  $64,579.00.  Contract period:  February 1, 2007 through January 31, 2008.  (528-630 Account).  Requisition No. 75281160.

 

Approval of this item would commit Fiscal Year 2007 and future year funds.

 

The Chief Information Officer has reviewed this item and concurs with this recommendation.

Commissioner Peraica inquired as to the process by which the County selected Maximus, Inc.

 

Craig K. Wimberly, Chief of Staff, Executive Clerk for Public Policy and Chief Information Officer, Office of the Clerk of the Circuit Court, replied that he and his colleagues based their selection of Maximus, Inc., on the excellent service that they provided to the County during a prior contract.

 

Chairman Beavers asked the Secretary to call on the one registered speaker.

Commissioner Schneider voiced concern that the routine, yearly maintenance of this system does not go out for bid.

 

Commissioner Gorman and Commissioner Schneider voiced concern that Maximus, Inc., may have secured this contract with Cook County by under-bidding, and then overcharging with respect to maintenance fees.

 

Mr. Wimberly replied that discussions relating to the expected cost of maintenance were held with Maximus, Inc., as part of the RFP process.

 

Commissioner Steele, seconded by Commissioner Butler, moved the approval of Communication Number 284774. The motion carried.

 

Commissioner Steele moved to adjourn the meeting, seconded by Commissioner Butler.  The motion carried and the meeting was adjourned.
