Ladies and Gentlemen:

 

        Your Committee on Information Technology and Automation of the Board of Commissioners of Cook County met pursuant to notice on Wednesday, April 25, 2007 at the hour of 10:00 A.M. in the Board Room, Room 569, County Building, 118 North Clark Street, Chicago, Illinois.

 

        Your Committee has considered the following item and, upon adoption of this report, the recommendations are as follows:

DEPARTMENT OF OFFICE TECHNOLOGY by Mary Jo Horace, Director, Transmitting a Communication:

 

requesting authorization for the Purchasing Agent to enter into a contract with GREAT ARC TECHNOLOGIES, INC., Chicago, Illinois, to perform parcel application migration services.  The parcel application migration services are needed to upgrade to the latest adopted GIS application version standard to remain compatible with other local governments within the Chicago Metropolitan Agency for Planning (CMAP) and with the federal government.  Moreover, ESRI, the software manufacturer has announced its plan to discontinue support of the County’s current application software version by the fall of 2007.

 

Reason:    Great Arc Technologies, Inc. provided the lowest cost solution that met with all of the County's requirements.

 

Estimated Fiscal Impact:  $350,040.00.  Contract period:  May 1, 2007 through September 30, 2007.  (545-441 Account).  Requisition No. 75450005.

 

Approval of this item would commit Fiscal Year 2007 funds.

Commissioner Schneider inquired whether this contract is typically handled separately from the original contract.

 

Mary Jo Horace, Director, Department of Office Technology and Interim Chief Information Officer, replied in the affirmative.  She noted that this contract provides for the updating of the software language.

 

Commissioner Butler inquired whether the Chicago Metropolitan Agency for Planning (CMAP) is the same information system that has been used by the Northeastern Illinois Planning Commissioner.

 

Ms. Horace replied in the affirmative.

 

Chairman Beavers asked whether Cook County is in compliance with the federal government.

 

Ms. Horace replied that this contract will help Cook County be compliant by providing for the implementation of the newest version of Environmental Systems Research.

 

Commissioner Gorman inquired who in the County will be able to access this technology.

 

Ms. Horace replied that all Cook County agencies will be able to utilize this technology.

 

Commissioner Gorman inquired whether this will be an annually renewed contract.

 

Ms. Horace replied that while there will be an annually renewed maintenance contract, the contract before the Committee is a single occurrence.

 

Vice Chairman Gorman, seconded by Commissioner Butler, moved the approval of Communication Number 286261. The motion carried.

Vice Chairman Gorman moved to adjourn the meeting, seconded by Commissioner Schneider.  The motion carried and the meeting was adjourned.
