AMENDMENT TO THE COOK COUNTY BILLBOARD AND OFF-PREMISES OUTDOOR ADVERTISING SIGN ORDINANCE (PROPOSED ORDINANCE AMENDMENT).  Submitting a Proposed Ordinance Amendment sponsored by Peter N. Silvestri, County Commissioner.

 

PROPOSED ORDINANCE AMENDMENT

 

AMENDMENT TO THE COOK COUNTY BILLBOARD AND OFF-PREMISES OUTDOOR ADVERTISING SIGN ORDINANCE

 

BE IT ORDAINED, by the Cook County Board of Commissioners that Chapter 114, Article II, Section 114-34 of the Cook County Code is hereby amended as follows:

 

Sec. 114-34.  Sign Location.

 

The following billboards and off-premises outdoor advertising signs shall be permitted subject to the regulations set forth in this Ordinance:

 

            (1)  Residential Districts.  Billboards and off-premises outdoor advertising signs

                  shall not be permitted in Residential Districts.

 

            (2)  Commercial Districts. 

(a) New signs.  New billboard and off-premises outdoor advertising signs shall not be permitted in commercial districts as of the effective date of the ordinance from which this article is derived.

 

 

 

(b) Existing conforming signs.  Owners of signs existing in commercial districts which are conforming to the permit as originally issued shall register such signs with the Department of Building and Zoning no later than 60 days from the effective date of the ordinance from which this article is derived.

 

(c) Alterations to existing signs.  Structural alterations made to existing signs in commercial districts which are made for the purposes of enabling such signs to be used as multiple message signs, as defined in Appendix A, Article 14.2 and authorized under Section 114-33 of this Code, shall be permitted so long as owners of such existing signs obtain all necessary permits from the Department of Building and Zoning and so long as such signs are in compliance with all other provisions of this Code or have obtained the appropriate relief therefrom.

 

(3) Industrial Districts.  Billboard and off-premises outdoor advertising signs shall be permitted in industrial districts subject to the following:

(a) Signs shall not have a face area which exceeds 750 square feet inclusive of extensions, cut-outs and embellishments.  Two-sided signs shall be allowed.

 


(b) Signs shall not be affixed to or erected on the front, rear, side walls or roofs of buildings.

 

(c) Signs shall not be located closer than 500 feet from other billboards and off-premises signs which require a permit.

 

(d) Signs shall not be erected within 500 feet of any residential district, forest preserve district or any officially designated federal, state or local historic property, district or corridor.

 

(e) Signs, including sign structures, shall not project higher than 40 feet above the established average grade of a zoning lot on which the sign is located.  The base of the sign face shall project at least 20 feet above the curb level of the road it is designed to be read from.

 

(f)  Signs shall be required to be set back from the right-of-way line a distance of the minimum setback requirement of the zoning district.

PETITO, Owner, Application (No. V-07-78):  Variation to reduce north side yard setback from 10 feet to 2 feet 6 inches for a one story attached garage addition in the R-5 Single Family Residence District.  At the present time the applicant is storing a bobcat, which he is renting out for commercial uses.  This is not an allowable use in a residential zone.  The Zoning Board of Appeals felt that the applicant did not prove a hardship to build an additional garage of approximately 550 square feet in addition to his approximate 240 square foot garage.  The subject property consists of approximately 0.21 of an acre, located on the west side of Linden Avenue, approximately 54 feet south of Gregory Street in Norwood Park Township, County Board District #9.  Recommendation:  That the application be denied.

 

Conditions:      None

 

Objectors:       Two (2) neighbors spoke against allowing a 2 feet 6 inches side yard setback stating that this was not the trend of development in this neighborhood, although there are two-car garages, but none of them come within 2 feet 6 inches of the lot line.

Your Committee has considered the following item and upon the adoption of this report the recommendation is as follows:

PLAT OF SUBDIVISION, Subject:  Rarcoa Subdivision, of part of lot 8 in County Clerk’s Division of Section 24, Township 37 North, Range 11 East of the Third Principal Meridian in Cook County Illinois.  Located on the north side of Horseshoe Lane about 1,500 feet of Bell Road in unincorporated Lemont Township in County Board District #17.  The County Map Department has investigated the above mentioned Plat of Subdivision and finds that it meets with the requirements of the Highway Department, Zoning and Subdivision regulations and that this Plat is in compliance with the Cook County Subdivision Manual, passed on April 18, 1961 (Res. No. 01-R-673, 11-6-2001.).  The Plat of Dedication has been checked with the Hydrologic Investigators Atlas published by the U.S. Geological Survey.  Recommend said plat be approved.

 

Vice Chairman Murphy, seconded by Commissioner Daley, moved the approval of Communication No. 289060. The motion carried unanimously.

 

Commissioner Gorman moved to adjourn.  Seconded by Commissioner Butler, the motion carried and the meeting was adjourned.
